The 3R Conference for Asian Local Governments


Message from the President

In Asia-Pacific Region, quality and quantity of waste has been changed rapidly because of economic growth and population increase. This change causes social problems arising from new type of wastes such as e-waste, construction wastes, plastic waste, infectious waste and so on.

These problems will seriously affect on not only resource conservation but also human health and ecological system. It can be an obstructive factor for sustainable development of Asia-Pacific Region. To achieve a sustainable society, it is necessary to look for a possible solution based on a right strategy.

Japanese government established gRegional 3R Forum in Asiah in 2009, and has been taking a progressive approach to these problems. This kind of approach mainly by central governments and international organizations is very important. And also, it is necessary to have a network among local governments involving in waste management for information sharing and discussion for solving problems.

We, JESC, have held gThe 3R Conference for Asian Local Governmentsh for information exchange and discussion for solving problems among Asian Local Governments taking in charge of waste management.

This meeting has been held every year since 2009, and the 4th conference is going to be held in January 2012. We have invited 19 local governments so far from Asian local governments and brought fruitful results. More detailed information has been shown in this pamphlet. The 4th meeting is going to be held in Tokyo. Let us discuss about the cooperation among Local Governments regarding 3R, technology transfer, disaster waste management. We are looking forward to many people attending this meeting.

And we are looking forward to cooperating with international organizations, such as IPLA by UNCRD.

Towards the Sustainable Asia




In Asian region, economic development is outstanding and playing very important role in global economy. At the same time, cross-border resources recycling is increasing rapidly and international information-sharing and cooperation are very important.
Under these circumstances intergovernmental partnership and academic exchange by experts regarding environmental problem and waste management are very active in recent years.

Japan Environmental Sanitation Center (JESC) has been held gNational convention for environmental sanitationh since 1956 for information exchange among local governments, experts, NPO and so on. And since 2006, we organized the international symposium gChallenge by Asian region for 3Rh for two years.

gThe 3R Conference for Asian Local Governmentsh has been held as further developed one for information exchange and collective action, as the role of Local governments is very important for promotion of 3R.

The first 3R conference was held in Saitama City on October 2008, and the second conference was held in Fukuoka City on October 2009, and the third conference was held in Kobe City on November 2010.

And , the next conference (The 4th conference for Asian Local Governments) is going to be held in Tokyo, on January 2012.
